Ever since proper 3d CGI became affordable, Japanese game developers have started making cutscenes with high definition character models that still don't look like real people, but just slightly more realistic looking anime characters. When you keep realism out, it's difficult for characters to become creepy. They're not trying to model "white people" -they're trying to model the original game characters more accurately than was previously possible. They're never attempting to replicate real-world races of humans, firstly because FF7 doesn't even take place on Earth and the humans in it can have red eyes and purple and silver hair, but also because they have picked a style of characters that is deliberately unrealistic. You don't need to worry about uncanny valley and you can take more liberties in character design.
