There are two modes, in one you build and manage a fortress/ city (that gives the game's name, duh), and the other is an open world roguelike. Both are "sandbox" as in, you don't have a set objective/ goal/ endgame (for now, the game is unfinished, afterall), just play as long you can/ want, which, considering the GARGANTUAN depth of the game, will be for your entire fucking life.
