Simple. EA was basically the only comany willing to fund the live action actors and other shit that makes C&C what it is but also makes it expensive as fuck to produce.
And you can have a C&C game without that but it will just be a souless clone like the hundreds made already. Most recent example being 8-Bit Armies/Invaders/Hordes.
