Take Revelations 1's general design philosophies but remove the episodic interruptions, keep it on the Zenobia, and give it a AAA budget. As a map, the Zenobia's one of the most slept on ones post-RPD. I'd put it well above anything RE7 threw out there.

I think there's something to be said about the resilience of RE zombies, it's actually kind of unnerving to put a couple bullets in the head of something and yet see it still move towards you. You get desensitized to it quick but let's be honest here, that shit ain't right.

Not at all. Their resilience helps take power away from the player.
In a horror game you never want the player to feel powerful. If they do they're no longer spooked. And the desperate feeling of shooting a zombie over and over and see it still stumble your way towards you is something that, if anything, should be done more. It adds a lot of character to the zombie that one kill headshots never would. They're meant to be this aberration, this perversion of life. This adds to their presence.
And, like Ada says, the virus turns people into indestructible monsters.
We'd all change things about REmake 2. Not even its biggest supporters can defend the multiple scenarios.
