It's just an alternative form of distribution. Information, data, etc. is all easily duplicated. They're not tangible goods and no theft occurs unless it's a situation where you're stealing like a physical game disc or memory card. Pirating a game is circumventing the compensating of the creators/sellers but you always have the option to buy the game legit if you liked it since they are non-tangible goods with an infinite supply.

But it's still pirating if you see it without paying

Why, they don't show good movies no more, Netflix doesn't have the Highlander 1-5, they don't have it in theaters, I don't wanna rent it from the cable box, I'm sure highlander 4 doesn't have a bluray release that's easy accessible, same with music from the 60s that isn't mainstream pink floyd shit, YouTube gets me good music to download, piratebay has the movies I wanna watch, games well in my opinion since most shit is on steam or gog and easily accessible I do not feel it's worth the risk of viruses (not that it's likely) but it's way easier to hide a virus and get my dumbass to click on an exe and an AVI file

Devs are compensated by the publisher not you. They work hourly and not on commission. though their bonuses maybe be tied to sales numbers. The only ones who take the hit are the publishers and the service providers like steam who pull money out of them anyway. Then you are only hitting speculative profit and growth by pirating which really means you're only hitting their stock value. That's why the special interest ABC agencies go after you and not your local police because it boils down to market manipulation.

If I wasn't gonna pay for the game it's not a lost sale, the faggots who act like they are Guy Fawkes when pirating are losers but most of the time it's games that are not readily available like bargin bin PC games from 2002 not steam releases. Only a minority buys after pirating.
Pirates generally have no intention to buy. They might provide good word of mouth for the game.
Thus its not lost sales. The net benefit is small if any.
Its unlawful consumption of an IP, by definition illegal but theft is a stretch.
Redistribution is facilitating the practice, also illegal but hardly theft.
Overall it might hurt the game but it may just as well be compensated by the way it allows people to talk about the product.
Owning such might be concealment of unlawfully obtained goods but the only quantifiable loss and thus theft would be the large scale diffusion.
And obviously, someone lending another the physical game to play would fall under very similar concerns since sharing is not strictly speaking legal.
tl;dr a large collection would get you fined but only if one is involved in organized distribution of unlawful goods. Its not theft but a definitely illegal practice that would take too long to actually punish at present.
But who knows what the future is made of.

The Publisher. Unless you are an Indie dev self publishing they are the ones who pay. Like how chucklefish published stardew valley. They didn't want to do any work so they paid a dev to make his game at a gamble for the profit. That's why EA shuts down studios when their games don't sell. They took the gamble for profit and lost so they don't want to pay the studio anymore aka shutting it down.
