Should be a download on the website, but you do have to get a lot of emblems to get Eggman and Infinite. I dont remember how many emblems are required, but I do remember Tiara and Honey needing 50 emblems to unlock so you should get S ranks from the boss levels to get them as quickly as possible, since S ranking gives a bonus emblem and boss levels are easy S ranks.
