He's not bad until you're in a situation where you have more pressing enemies to deal with. They're basically punishment for not paying attention.
Though I can understand the frustration towards them when you don't notice it until it's started attacking and it forces its way through your attacks and insta-kills you, or when one waddles over and decides to break your cover, or any time you're unlucky and you spawn next to one.

Post-loop content is objectively inconsistent. There's no strategy, you're just shooting into a giant clusterfuck of enemies and the only time you ever die is when some random shit flies at you out of nowhere.
The game is way more fun when you're new and you're fighting to beat the throne. After that the game loses all meaningful challenge.
