Non-meme answer:
The composer forgot the main ingredient that made the first game's soundtrack stand out: the tracks used a single repeating motif that ended up being recognizable throughout the soundtrack.
The chiptune-ish aspect was nice too but the repeating pattern became part of the game's identity.
The guy even talks about this on the RoR1 soundtrack with commentary on youtube:

It's amazing how he ignored this for RoR2 after having talked about it so much.
