I suspect we'll get Requiem on other platforms eventually and, after that, a separate collection of the Metroidvanias sans Symphony. It's the most logical, Jew-y way to stagger them out.
Officially owning Bloodlines on a modern system is worth it to me. Yes, they CAN be emulated but if they're done well, I'm happy to support the franchise and have a version of the game in my library.

Dracula X Chronicles was a PSP remake of Rondo of Blood, and it had ports of both the original Rondo and SotN on there. Though, they got relocalized, so the classic voice overs and lines were replaced. I wouldn't be surprised if there's a way to play the proper PS1 SotN on PPSSPP, but I never really looked into it.

Yes, the Dracula X Chronicles collection. It's the definitive version of SOTN bar dub. You'll have to unlock it, though, or get a save file.

PCSX-Rearmed is for phones, and Reloaded (the PC version) is plugin based. Download Mednafen with a GUI of your choice and you're good to go, you can also use it to emulate Rondo as a bonus.
Mednafen is basically a multi-system emulation means that derives its work from numerous other emulators - but unless you slap in a fan-made GUI to work it, it's entirely command lines-based. Not easy to approach for a casual enthusiast. Mednafen cores, or at least derivatives thereof, are in Retroarch's list, but i'm not sure what he means about the dev being a shit.

In order for SotN and Rondo to make it outside PS4, they would need to make brand new versions of each game. Sony specifically helped with Requiem to cuck the other platforms from getting either game.
