Rare, I think it had +2 skills, and +3 in one good skill and +3 in another. I'm not sure exactly, but it was so good that I talked about it to friends, and those friends told other friends.

The droprate was a 0.001% chance from a boss you could only fight 3 times a day and took 20-30 minutes to get to every fight.
It was one part to craft a BiS ring but by far the worst.
Most players didn't know what it was for if they got it since the recipe to craft it was also a rare drop so it had no obvious use to many who actually got it.
