The Second Encounter has a few sections that fuck with gravity and physics that aren't present in the HD release. There's also one level where Harpies are carrying Kamikazes that isn't in the HD release either.
Other than that, they're practically the same gameplay, design, and encounter-wise.

They probably just started working on it when that initial trailer was released. The behind-closed-doors reveal from E3 last year showed a very early and incomplete product.
I'd say it won't come until the 20s.
