it's not even a matter of showing skin, characters can look attractive while still showing very little and that has been shown in many other games.
The problem with MK is just the presentation, mainly due to how the characters were modeled and animated, a very easy example would be how skarlet's long hairstyle barely fits her head and looks really really off, like a badly placed wig, and we know this doesn't stem from the character design itself because the concept art of her looked perfectly fine, but it didn't translate well with MK's newfound focus on the realism meme the west is so enamoured with.
The one thing I'll give them credit for is that they at least did away with the disgusting color scheme they had in X (or lack thereof), 11 at least has some color, even if some of the designs in-game still look bland.
