If it's feature complete why not just release it. You're aware that it's still possible to develop and update a game once it has a full release, right? The only reason to say you're still in early access is to benefit from the disclaimer of being in early access. They seem savy enough to know that they don't need to put their game on sale to generate a decent revenue stream, so it's clear why they don't want to release it.

I've been thinking about maybe buying it for like 4 years and I probably would have done it by now if it had been 20% off at some point, so I think the no sale idea is pretty foolish.
Factorio is for that very specific type of person who likes sandbox city-builders but is too autistic for the flashy graphics and streamlined design.
If you fit in that category, buy it. You will not regret it. If you don't, then get Cities Skylines or Frostpunk.

Dominions 4, 5 and Factorio are some of my favorite vidya purchases in the past decade and they're never on sale.
The devs aren't exactly going hungry. If you actually want the game and you know for a fact that it's never going to be on sale you'll just buy it at full price eventually.
