Basically if you attack a streamer in a PvP zone (where it was originally ANYTHING GOES) and they don't want to fight you and you keep doing it, they call you a ragger and tweet at a jagex mod and you get temp banned for player harassment.
Also there have been cases of players being banned for being the first person to tag bosses in the same world streamers are killing them instead of hopping and crashing someone else.
