Why is it so hard to make good character adventure games for devs? It's always something with them like bland open world (Sony trash), lack of character interactions (Zelda) or aggresively unfun combat systems (dude parry lmao). 2, 3, and 6 are considered the best games in the series. 1 and 4 are considered the worst.
1 gets a lot of flak for being that awkward first game in a new series that has yet to find traction.
4 gets flak for it's decision to randomize large sections of the game and forcing you to go through at least three play-throughs in order to 100% it.
5 is divisive. Some people love it as much as 2, 3, and 6, while others hate it because of it's liberation mission system.

I doubt Legends 3 will get announced before X9 or another collection, but I hope it happens eventually. I could easily see it coming out on the Switch for $30-40. If the game was large enough in scale or content to be worth $60, I'd be elated. And no, Mega Man doesn't show up at E3. He's brought out at TGS usually.

Not necessarily. If it was announced with working gameplay footage late enough in development I'd imagine that anyone who wanted to buy the game before would do so. People might be a bit soured by the Devroom content and whether or not it's included, but I feel that "having the game" beats "having MY content in the game" for over 90% of the people who want the game in the first place, while anyone not in the know already wouldn't care. And with a move like announcing MML3 in the first place, they can't really play it safe for PR: they either have to go all in or not do it. They could easily say something like "we hear the fans and acknowledge what they want, so please be patient while we make the game! This is what we have so far:" cue gameplay footage, and have people come away from that satisfied or at least willing to look kindly on the project as it's ongoing, I feel. Maybe I'm too optimistic, though. There are some people who are really bitter about the whole thing, but most of the problem with it was that it was cancelled in the first place so I feel that a move like this would ease tensions quite a bit.

I'll tell the truth: the way it was canceled still rankles me. I hate the duplicity of cancelling it via a form letter that can't even maintain a single story. Doing so on an event day other press releases, while clearly in hindsight stringing one staffer along to feign development interaction to get to that point.
I would definitely prefer the game to exist. I don't see how attempting to drum up hype will help recover or grow with this smear on the game's history. I know I won't place value in Capcom's word on this specific game. I don't imagine there's going to be a low number of cynics if it does get announced focused only on that and the other wrongdoings. Or so perceived of Capcom in MML3 making. So if the ultimate result is the same game: I don't see the advantage of standard or even "We're really back this time" promotion stacking up over that. But maybe I'm really among the few truly broken by the experience.
What confuses me is that the demo showed that the project was beyond the mid-stages of development. Why throw away all that money and effort?

Cannibalized to fund another project whether it be with money or manpower, project lead quits, arguments with your platform holders, perceived failure due to fewer clicks/lack of foreign interest, etc. I love MML and MM64 is one of my favourite games to date but bigger, some would say more meaningful projects have died steps before the finish line. We'll never know.

"Reasons that exist" while vague could've legitimately presented a problem releasing the demo. Whether budgeting, failing to get the thing to work within constraints Nintendo set, or simply not managing to make the game stable for release all could have tanked the development to the point it was considered a loss and funding wasn't extended.

I doubt they'd actually aim to hype the game up by this point: I think you're right about standard marketing practices not really working for a title like this. It'd have to be something like an interview format with the dev team as a lead-in to a gameplay trailer, back to dev team "We really hope that everyone who has been waiting for this game will enjoy what we have to offer" sort of thing. They probably won't do any sort of apologetic talking: that sort of thing takes the piss out of marketing, workplace morale, and a slew of other things. The focus would be on a future outlook, if that makes sense, and that's where it really should be. I feel like the cancellation letter was a slap in the face as well, but part of being able to hope for the game at all is moving past the perceived personal sleight (even though there was nothing actually personal about it) and looking forward to the possibility of it even being on the table, since Mega Man games are back in production for now at least.

The engine was more likely used in Gaist Crusher than E.X.T. Just a few assets might have been used there, but Gaist Crusher looks like it more or less ripped Barrett's combat out of the demo. Shame that it's also JP only.

While i'd kill to see a screen that shows Data waddle up to the center, wave and then see a title drop with "Day/Month/Year" as the release date below, a full showing for a Q4/Q1 release is much more likely to actually garner sales. God knows that not only is Legends a bit of an antique by today's standards but so too is Mega Man himself. I think that in their best interest they may even do well to release a port, as much as it pains me to admit it, to every available platform. After all, the digital sales of the RE and DMC re-releases on both Xbox and PS stirred a lot of confidence in Capcom.

I've never been a console fanboy and I was confused why so few Megaman games were multiplat. I mean the same portloving Capcom was making them at the same time they were releasing 3 iterations of the same PS1 game and remaking it 4 years after the last one.
Other than the collections I think only 8, X4, CMX got simul-launched prior to 9.
I doubt we'll hear anything MML related this year, honestly. I also have to disagree with you: I don't think Mega Man as a property, or Legends itself is really antiquated. Each subseries really relies on its own gameplay foundation, and all that a new Mega Man needs to do to succeed is:
reinforce the subseries gameplay foundation while adding QoL upgrades and/or a gimmick or two
have interesting enemies to fight (from either characterization, boss fight, or stage)
be offered at a AA price point as opposed to AAA
These things could easily cement Mega Man as a "gold AA standard" for whatever genre Capcom wants to feature them as. Mega Man has never sold AAA numbers, but AA titles are where some of the best of the best video games live and die, and AA pricing makes MASCOT games affordable for everyone and allows the kind of distribution that lets a mascot become a household name. Also, to be clear, I only said that I could easily see MML coming out on the Switch: I never said anything about wanting it to be a Switch exclusive. I'd love for it to be a multiplat release, especially at a reduced price point, and the nature of current game development really lends itself well to multiplats in general compared to 6th or 7th gen. There is absolutely no reason for a game to have the style of MML and be exclusive: its aesthetic has always been about clever use of assets as opposed to brute forcing a graphics engine to have as many particle effects as possible or something like that. I also wholly expect for a multiplat "Legends Collection" to be announced before MML3 even gets brought up at a board meeting.
Best way to put out legends 3 would be to include emulated ports of 1/2 on the disc. Like a whole series collection.
