Never ever. They've already got everybody working on GTA VI. There's just a skeleton crew handling RDO. At most we'll get Mexico (since it's mostly modeled already) added on to RDO in an update and that's it.
That's the Rockstar business model now. It takes far less time and makes way more money releasing minor updates to Online than putting out actual DLC for single player.
