I believe it's that licensing laws are much easier to go about in Japan and Korea than they are here. To get approval to use copyrighted material in your work is much more likely to be approved, and much less royalties to pay than in the US. Tons of famous hits here in the US gets used in all sorts of mundane shit in japan because of how easy and cheap it is to do it the legal way.
