I believe it's that licensing laws are much easier to go about in Japan and Korea than they are here. To get approval to use copyrighted material in your work is much more likely to be approved, and much less royalties to pay than in the US. From the same game, the stage select theme is similar to "Runaway" by Bon Jovi, but that one feels more coincidental. It'd be like comparing the stage select theme in MM2 to Master of Puppets, which is not a super unique riff by any means.
Everyone knows that Doom has tons of music from metal bands (Particularly Pantera and Alice in Chains), but people tend to not know what "At Doom's Gate" is based on. It could be a generic riff of sorts, but it seems to be based on the intro to "Hooked" by D.R.I

Carcass is kickass and I've been a fan for years but never made the connection.
Adding onto this, there's a track in Mega Man X3, specifically Neon Tigers theme, that's somewhat similar to "My Michelle" by Guns N' Roses, which is kind of funny given the original localized names for X5's original US PS1 release.

Why yes I did listen to both, considering I actually own a copy of Heartwork myself. The whole song isn't similar obviously, but that main riff is certainly similar enough to make a connection. Sometimes songs can just sound similar too. The end of "Floods" by Pantera and part of "Race War" by Carnivore sound somewhat similar too.
