It was relatively successful in that people/lawyers looked at the situation and everyone except a couple guys on Yea Forums agreed that killing games is bad practise.

The problem is inherent within the design, so no. They'll keep on pumping out these MMO-lites, typically on the skeletons of those that came before it, then spreading content thin over a few years before releasing a 'sequel' with a few tweaks and a bunch of new content, but largely the same engine. Anthem's the popular whipping boy right now because it was a colossal fuck up, but even if it wasn't, it had an uphill struggle to contend with since it had no background or basis to grow from. Even WoW had the support of the strategy series behind it - and that was a case where they did everything right, improving on what came before, not just copying everything at face value and actually making an overall worse experience.
But yeah, fraud? You buy the game on a promise and shiny advertisement trailers; it's nothing tangible, nothing that holds up in reality. If people want to take one of these messes to court with a class action, maybe they'd scare the industry away from doing shit like this for a while - but they'll be back with some other unscrupulous model before you know it. Only way to win is not to play.
