I don't even think it needs to be this much. Shit like Jade's Revenant outfits is plenty of skin for me, except that it's locked behind the Revenant look so you don't get that contrast, making it look bland.

This one, for example, has plenty of interesting elements and exposed skin on the leg without looking like 80s leotards like the OPs do (not saying that's bad, just of they want to avoid that, they can) but because it's dark skin against a cool, dark color, you hardly see the contrast. Her warm brown skin would make this outfit infinitely better, but it seems like they were more okay showing skin on Revenants than humans.

MK11 has many issues, but character design, both visual and mechanical, is literally *the* most important thing about a fighting game. The game is all about the characters and playing them, and you spend 90% of your time looking at them. They need to look good and you need your players to like them.
