There could be another. All it takes is one mother/father who just can't kill the baby and goes into hiding with him. Or the mother dies in birth and the father doesn't know about that tradition. It would be really easy for that to happen, too, if the Gerudo's situation is like in BotW where when they get married, they move away from Gerudo town.
