Why wouldn't they? cut the game in three, each for $50. Reduce the price of the previous one when the next is released, then sell the full package at a normal game price years later.
It's like a season pass.
They can't get away with DLC like for XV since it's a remake, so better maximize profit with episodic part.

Capcom has so many IPs collecting dust and have for much more than a decade in the case of some that people want new games of. It stands to reason bringing something back rather than trying and failing.
Capcom tried making new IPs last gen and failed almost entirely across the board if you didn't notice.
