Hes a literal idiot and awful leader in MKX and his only purpose for existing is "s-see, I'm not like Shao Kahn!" So his personality is so bland and boring because of that. Shao Kahns evil but he oozes personality and showmanship which fighting characters need. Kotal has neither.

The concept of a Mayan sun god is cool, but it was poorly executed. Gameplay wise hes mediocre.
