The point is that you the player are not making the choice, walker is the one making all the decisions during the game and doing more fucked up shit because he wont open his eyes to the truth. Choosing instead to delude himself into believing that the situation in dubai is more convoluted than it really is because he is in denial that he could be doing a bad thing as a heroic figure going in to save people from the bad guys, leading him to do increasingly more horrific acts in order to keep up this illusion. You're still falling for the trap that you as the player have any more part in the story than controlling walker as he shoots things in the game and projecting yourself into the moral and psychological implications in the story that are about walker.

Because its a video game adaptation of heart of darkness. Its telling you the story of walker going deep into the shit and seeing how it changes him but instead of just watching martin sheen sweat bullets and slowly get more indifferent and deranged you play through a decently designed third person shooter with some unique setpieces and subtle changes in his mannerisms and animations as the game progresses and he gets crazier and crazier. If they just cut to a cinematic of him nuking people after you finish the combat section instead of having you go up and push the button you're wrestling more control and interactivity from the player. Its not very much but every moment that you aren't actually playing the game is less time for you to see how walker acts on a more intimate level. This is true for every game with any emphasis on its story being relevant to the game outside of setpieces to play in, just cutting to a cinematic out of nowhere is awful flow that pulls you out of the experience which is why the story falls flat in some games more than others even when the writing is of a similar quality.
