true, my point is the consequences of war don't change, but war itself certainly did multiple times.
It's a philosophy and real easy to understand so let me use a phrase that you've most likely heard before.

Obviously the ends do not justify the means just as lynching people is morally wrong. If I killed Hillary and her connections for her alleged sex crimes then it would be morally wrong. In fact, today's political climate is so tense that even accusations brings about rioting. Don't believe me? See the Mueller reports, Trump tax returns and its coverage.
The matter is that consequentialism is demoralizing for government and brings about riots and calls for revolution.
I looked up who said the original quote and apparently it's from fallout and not Metal gear solid as I originally thought. Interesting but since they both deal with nuclear warfare it makes sense.

Yeah there were two quotes "war never changes" is from FO while "war has changed" is from MGS.
Likewise I think "the end justifies the means" is morally wrong. But at the same time, if I had an option to defend a moral value I would at least think of the bad consequences and exercise restraint. For example I would avoid using nuclear or biological weapons due to the catastrophe it inflicts on a population.
