I believe to convert the .py file you need a MarmosetViewer plugin for your model conversion software of choice. I think that's what the python script in the folder is.
The fbx should be viewable in many model editors or viewers

2) right-click, save as on this page: raw.githubusercontent.com
OR use the version already included in that folder, but its probably outdated
3) move that plugin (.py file) into the plugins folder of noesis
4) use noesis to open the mview file of tifa
