The grandpa was the original super evil bad guy. Monty, Numbuh 1's dad, and his brother who'd later become Father rebelled against him and restarted the defunct Kids Next Door, turning Grandfather into a harmless doddering old man. The gist of the movie is Grandfather getting his memories and powers back and the only way to stop him and find Numbuh 0, who was revealed to be Numbuh 1's dad, since only he knew how to stop him.
Even though KND was just endless parody episodes, it was pretty kino

It had a level of world-building and continuity you wouldn't expect from the premise (and likely not what the original plans were for the show since Season 1 is extremely episodic). You learn a lot about each member of Sector V and each of their families during the series.

It's just how kids perceive the way the world works being portrayed as real. There's a decent amount of adults portrayed as good people in the show; main casts' parents are at worst shown to be lame, that slav dude who fought necktie monsters with Nigel, etc.
Plus they canonized that KND has "sleeper" agents who they don't decommission upon turning 13, which are essentially every "cool" adult.
How did Number 1 manage to get the title "number 1" when there were countless of other operatives before him? You'd think someone else would've been number 1 before that.
I'm guessing the top leaders of KND knew he was 0's son and so gave him the honor of him and his friends being 1-5
IIRC they don't retire numbers. Sector V might've just all gotten lucky, or maybe all the other kids thought bigger numbers would be cool.
