It kind of is, though, because it gives the world a sense of scale and depth. The town arcs in Liberl are way better than any of the shallow field studies in Cold Steel. Sure, the combat is slow and basic, but entirety of FC is like 35 hours, whereas CS1 adds another 20-30 with shit like the Old Schoolhouse and Persona social links crap.
