How does anyone really see Borderlands games as 60+ dollar experiences?

BL1 and BL2 both have incredibly short main campaigns and the enemy design and encounters are both super weakly designed. No enemy really evolves past running at you and shooting/melee-ing. Even raid Bosses play out exactly like this, there's very little strategy for raiding, just shoot it until it's dead. So combat is really thin, it's fun but it never really evolves and stays gripping, on top of that game balance is just completely fucked all over the place to the point of the main selling point, loot, being split into categories of useful and just complete garbage. Like BL2 has a whole Christmas list of legendaries/etech/pearlescents no one ever touches without UCP/reborn because they're just straight shit, meanwhile, a small roster of the aforementioned rarities dominant every end game build... it's just fucking mind boggling how poor the gun balance is- I won't even get into how fucking bad the character balance is in BL2.

Borderlands just feels like an indie game to me, there's no story or world building to be interested in because the designers treat both like a joke, and that's fine, but the gameplay also becomes uninteresting because you spend all this time building a character to never really be challenged by any interesting raid. It's the same fucking problem Destiny has where there aren't any good fucking raids to use your build in, just shoot the sponge and do dps till it dies. These games want to pretend to be MMOs but they never include the fucking dynamics in raids that make them interesting in mmos, it just drives me fucking nutts.
