Because the reality is those developers like EA, that add multiple flaming hoops, every few weeks, have been doing that for nearly a decade.

Honestly, why do devs even bother? Just ship the game unfinished? It'll take a few hits in sales after launch, but it won't really matter because marketing for DLC pre-orders will ensure the game does great numbers the first week. The rest can be worked on leisurely over the next few months via updates.

The execs won't care until it hurts direct profit margins.
The stock holders won't care until it hurts their investments.
Rarely do these groups overlap in gains and losses, so rarely will they stand together on policies.
But to more directly answer your question, it's not just negligence, the execs have shills planted in their company and consumer groups to reduce risks of dissent. You can call them out and even prove their presence but there's no real way to stop them reaching some ignorant idiot or willing whale eventually. Here we are today.
