I tried Oblivion long time ago and it was boring, but now I'm playing Skyrim Beyond: Bruma and judging by Bruma itself as a city I can say Oblivion cities are better than Skyrim ones, algo I like Oblivion medieval creatures like minotaurs or ogres but too bad Oblivion isn't like Skyrim, Oblivion has too much stats, dialogues and complicated stuff to deal with.

Each TES has more bugs and less features than the last, so yes.

I really can't say without any bias. I love it despite its flaws and sometimes because of its flaws, but the fact of the matter is it was the first big open world RPG I ever played and nostalgia plays a big factor. I played Skyrim and enjoyed it, but it felt so much more... bland, I guess?
That said, I can still play Oblivion without mods and have a good time with it, but if I play vanilla Skyrim I get bored easily. But they're both better with mods. If by some miracle we ever get a TES game with good or at least decent combat with the modability intact, I might never play anything else. Most other issues with these games can be fixed with mods, but none of the many combat overhauls I've ever tried for either of them have ever made it even close to good.
Also fuck I want spell crafting back.

Daggerfall is unironically a soulful as fuck game, Oblivion and Skyrim are post-Microsoft influence and it shows.

Oblivion had extremely memorable sidequests, but that's about it. People like to look back on Oblivion with rose tinted glasses but it was still a much more flawed game than Skyrim.
