Not sure I would call it a "good mahjong sim" but you can play mahjong in Yakuza 0 as a side activity. It's a lot of fun. I watched some videos/read some guides on my other monitor to try to figure out how to play (and it didn't work at all and I am still shit at it but i still had hours of fun with mahjong in Yakuza 0 regardless).
