I doubt it would have made me cry normally, but I played it during one of the lowest points of my life and it really just made me feel like a complete monster on top of all the depression I was already feeling. Persona 3 got me really close. Couple days of hard sadness because of it.
The ending of Final Fantasy Tactics for some reason or another led me to spend an eitre night awake contemplating mortality, suddenly terrified at the thought of my family passing away and leaving me. I was a child at the time.
Final Fantasy VIII and Grandia I are the only ones that actually made me cry though. Because the discs had scratches that made it impossible for me to finish the game, and I was really invested in Grandia I's story and I got locked out of it right before the final dungeon.

FFXV was a shit game but that ending was fucking rigged to get you emotional.

The ending of kingdom hearts 358/2 days got me pretty bawling when I was a teen. I hated the story, but hearing how Xion wouldn't be remembered for any sacrifice she made, or even by her friends was fucking heart-splitting

Didn't have anything to do with the story and everything to do with the realization of what the AI helping you fight the end credits represented.
