I know you can just choose not to patch it at all but I'm worried that I'll come across more bugs and fps drops

The downgrade actually happened way earlier, people only noticed it much later. They downgraded the AO in the city and removed some light sources.
It is not a big deal, and there fewer framedrops than before. Its easily one of the best looking games out there

just don't patch it. I started to play before downgrade had 0 problems, then that patch came out and game started to look much worse. Don't use upscale mode on your pro it ruins the graphics btw.
I wish I had xbox x to play this masterpiece in true 4K and without drops. PS4 version it just so much worse

The pro is really halfassed, and the only games that actually uses it to it's full potential are first party games.

easiest way to test it is going to St Denis' and see if these spot on the general shop has AO, if it doesn't you got hit and didn't notice, if it does, you are safe.

The FPS match the gameplay speed, so it's ok.

not really unless you want a slight performance boost in games and slightly faster loading times. some games utilize it's power but that depends on what you want. it doesn't do true 4k either
