Tiberin Sun Reborn is a stand-alone, free Renegade mod set in the Tiberian Sun universe. I don't know if it's active still, but it's pretty feature complete.

I can't see a download for it, I see some modern news dating March of this year on the moddb page but not the game download, unless that requires to get the w3d hub but even then, I don't understand what am I getting into.
