I particularly liked how the magic system works: magic damage never increases with skill and msater level spells are pointless so you end up spamming fireballs since they're the most useful thing in the game from when you were level 1

So not only adding in things like thomas the tank engine is freedom but the game is still immersive. The game is neither. With enough knowledge you can modify any game. By your standard every game has the potential to tout freedom.

Skyrim is probably the most mediocre game I've ever played. Everything from the aesthetics to the story is as inoffensive and bland as possible. Mods only barely make it playable.

Nothing will ever come close to the roleplayed playthrough I started in mid 2015 and finished early 2018. It's probably the single best RPG experience in the true sense of the word I've ever had.

But for Beyond Cyrodiil: The Seat of Sundered Kings you have to wait more, and remember it will be a SSE exclusive mod, on the other hand Cyrodiil landscape isn't finish yet, so no npc/quest implementation.
Skyrim Beyond Team don't wanna launch each city as a separete piece of content, they can if they will but the whole idea is finish the mod, Bruma was a kind of teaser to show the quality of the content and it success in every aspect.

If a game needs tons of mods just for it to be fun in the first place then it's a shit game.

Also the whole mod will be compatible with Bruma itself that's why Beyond Skyrim Bruma as default have a lot of invisible walls and the only way to pass trought them is editing your .ini files (bBorderRegionsEnabled=0).
