It actually was Robotnik from the beginning. Japanese and American developers worked on the game together and they decided on Robotnik for the Western version and Eggman for the Japanese version. They had proposed other names too--he was originally going to be Dr. BadVibes(gag). Americans didn't take the Japanese version of the game and change Eggman to Robotnik, he was Robotnik from the beginning..

I thought Sonic called him Eggman while Robotnik refers to himself as Dr. Ivo Robotnik.
