No they weren't. They were six ruined casinos that he rebooted when the NCR showed up and did the actual work in civilizing the place and setting up infrastructure (trade routes, farms, a railway, the dam).

House had an army of robots even without the chip, and a treasure trove of pre war technology. 210 years later he has nothing to show for it. The Mojave is demonstrably worse 210 years later than the nuked-to-fuck SoCal was 80 years later, as they had large farms and at least one city. In 130 years the NCR set up a modern economy and nation-state of over a million that could provide its citizens with a pre war standard of living (cf. Kellogg's flashbacks, or poor NCR grunts having enough disposable income for Vegas tourism to be remotely profitable), complete with modern transportation, food security, universities, and industrial scale production of clothing, medicine, tools, weapons, and consumer products. All from the starting point of one rural hamlet. They accomplish all this while still maintaining enough military strength to bitchslap the BoS, "once-legendary" raider tribes (Khans, Vipers, Jackals, etc), and Legion simultaneously (Graham said the war would have been over 4 years ago if not for the Divide nuking their main supply line).

The great genius House, on the other hand, the man promising the world, has accomplished FUCKING NOTHING except setting up a few brothels by squatting in a handful of buildings in the middle of the desert. He couldn't even restore the perfectly good dam that was right fucking there, instead waiting for the ncr to do it after he let it decay over two centuries. He's a parasite and the fact that he has any defenders is just a sign of how gullible people are.

NCR had numbers, in fact the whole commiefornia joke thing came from that, but remember the average kit of recruits was made of a single chest plate and maybe a helmet, alongside a mass-produced single fire rifle with 20-mag and a survival knife, compare that to legion recruits with leather and other stuff all over their armor and machetes they always keep sharp and ask yourself, are you a retard?

2. The combination of the BoS being in the Mojave and the Divide being nuked, plus the war being unpopular back home, set them back enough that they didn't just instantly crush the Legion.
3. The Legion is a surprisingly very accurate and well realized depiction of light infantry and infiltration tactics that draws from historical examples. It's one of the most underrated aspects of NV's lore.

On one hand, the Courier is basically the Messiah for the Wasteland and can do everything House could do with the Think Tank backing him up.

On the other hand, if House lives shit would get done a lot quicker, at the cost of his flawed old world nonsense infesting a new emerging culture.

A good argument for the Legion is not that 'Caesar is da best ruler' but more towards the fact that the Legion is a catalyst something greater that would come next. It is often said the main weakness for the Legion would be Caesar dying and that is true. When Caesar dies the ensuing power vacuum will create the true successor to the Legion. Equipped with the same zeal as they always had, but with economic and military reforms that are better suited to the modern world.

The transition period would be bloody, as Lanius would not give up power easy, but through this conflict the new Legion would supplant itself as the dominant power in the west.

They give you two whole outs. Either your character literally didn't do it, and Ulysses just straight up has the wrong guy, the right guy having been a Legion spy. The NCR is great and has been great historically but at the time of New Vegas you're hitting it in the swing of it's first major bad administration.

Kimball was a meatheaded, self-serving asshole general who got elected on the back of war-hype and some of the major landmark policies of his Presidency was rolling back lots of anti-monopoly laws that had served the NCR since the very beginning and rolling back appointment laws on certain positions so that lots of people had their positions due to nepotism and celebrity factors rather than merit, as had been previously standard. As demonstrated by the NCR General being a complete retard surrounded by subordinates with far better ideas then he has.

If the NCR had a Tandi esque President or just someone who didn't fuck everything with rolling back regulations I think the audience's view on NCR would be a lot, lot more favourable.

Dead Money remains probably my favorite DLC for any game of all time. Fuck, probably one of the best areas and self-contained quests flat-out. It's just so expertly-done, down to getting around Bethesda's shitty V/O limit with clever writing. Atmosphere, characters, plot, gameplay and level design--it's all at the peak of what New Vegas ever accomplishes. I think only Honest Hearts's Father in the Cave discovery is more impactful from a storytelling perspective, and while discovering his corpse and discovering his last thoughts was a hauntingly beautiful moment, it doesn't hold a candle to everything Dead Money did right on the whole.

NCR followed blindly the government of the old world, refused to learn from past mistakes and it clearly shows, everything they do take an incredibly long time to happen, things go bad everywhere and they pretty much have to hire outsiders to fix their problems.
It's not a viable option because sooner or later their entire faction will get tossed in the shitter by a powerful corrupt few.
Not that I defend any other factions, they all have flaw, including independant, not because of "muh one guy can't possibly do everything", it's definitely possible, except it's one guy/girl with literally an army of robots and power hunger.

There is literally no reason for a powerful successor state to rise after the inevitable collapse of the region. There's nothing to unify the hundreds of tribal groups that were enslaved into the legion besides the cult of personality around ceasar which I doubt anyone was really that enthusiastic about. The only enduring thing about the legion will probably be the trade networks they established as well as the promotion of slavery
