With pokemon it's literally the same logic as Super Sayian, a state obtained by unlocking the inner power of the pokemon but only temporary.

A lot of megas like Mega Blaziken are designed around this idea. Feathers change color and position, arms radiate streams of fire.

In gen 2 it was special. As an added benefit, Flaaffy got Thunderpunch and Firepunch the instant you got to Goldenrod. Meanwhile the Cyndaquil line had to wait until it was fully evolved, which meant that the Mareep line is actually a better "fire type" than the fire starter, at least for part of the game.
