TES had an internal roadmap, and when Todd was put at the helm he still followed that roadmap, until Oblivion where he wanted to spend the entire game making a tech demo on his 'radiant' memes, Oblivion's Radiant AI which was interesting, but completely dysfunctional at release where the only things that remained were the daily pathing AI and the hunger AI.
Then they did Radiant Quests in Skyrim, except it fell flat because the content itself was all shoehorned into the radiant questing system so it all had to be dumbed down so any character at any point could do it once it popped up as a radiant quest from some random guard gossip, when they should have tailored the quests around player skills and have the radiant quests pop up when people reached threshholds in skills and builds rather then having every single dungeon being a draugr or bandit shithole that you could just stealth archer or 2h power attack your way through for level listed loot chest at the end and maybe a dragon word
I actually agree OP. He set the bar for almost the entire 7th gen and almost every publisher wanted to get the same success. However, years after, turns out the cinematic CoDs past WaW aged poorly.
Not to mention he ousted the original developers of CoD out of Infinity ward and replaced them with his own Yes-men. He had top quality talent that worked under him, but he never understood their potential.
