Obscure? Yes. Weird? Yes. Shit? Nope.
The whole OST is about as close as it comes to defining 'eclectic'.
It's Alberto Gonzalez. Like Tim Follin he had making music since he was pretty young so I wouldn't be surprised if he was actively involved in the demoscene of the time. But he definitely knew his way around a sound chip and worked on many famous tracks.
