here's the issue with time skips, especially for manga artists
when introducing characters the artist has time to organically introduce and design characters when the story is ready for them
he didn't design Gaara the same time he designed Shirukumaru soo their designs are finalized when they are basically ready
come time skip he now needs to redesign over a dozen characters, even ones who don't matter that much
its the same reason why post timeskip One Piece designs are inferior to pre timeskip
