It's the same shit as Chihiro, but in the inverse. Living in a male-dominated society comes with a signficiantly greater amount of demands and rewards, since men are responsible for the bulk majority of decisions. As such, hard working women like Naoto don't feel as if they have a fair hand in society, and no matter how much they struggle, they will never get as far as their male counterparts. Crossdressing and trying to behave as the "Other" might make them more willing to work with you, but that doesn't address the actual problem at hand. Inversely, Chihiro hates the idea of being demanded to be strong and have to deal with criticism for how little his frame is and how weak he sees himself, so he dresses up as and presents himself as a girl so that everybody's expectations of him are lowered to the "girl" level, rather than demanding male criticism and having to succumb to demands of strength where he cannot actually meet them.
The rhetoric is different in Japan where it isn't retarded identity politics and snowflakes trying to be special. It's more about an actual issue with gender inequality being attacked at an unconventional angle because even smaller victories are victories.

It's hilarious because that's exactly what trans activists claim to be fighting for: the right for everyone to express their mental gender without society trying to change it. That's really where it all comes down to. Their insistence that it's about being true to oneself stops mattering the second it comes to someone doing something that is different from what they initially perceived as being true to oneself. Remember, being "Cis" is a problem to them, and even if you acted like a girl for a good majority of years in your life and decided you wanted to be true to yourself and decided to be male (both in sex and gender), they would abandon you on the streets and quickly stop caring about the decision you struggled with.
I actually find it depressingly ironic because that would have been their emotional safety net otherwise. If you go to some site like Yea Forums, you'll get called a faggot the second you show up, a faggot the second you decided to transition one way, and a faggot the second you transition back, and a "Kill yourself" just for good measure even if you haven't said anything.
