It's just such a fantastic moment in my opinion because of that. All answers relating to it are fair. It can be 9S having sexual thoughts related to 2B. It can be 9S having violent thoughts about 2B, which is supported by both the sidequest suggesting they get stimulation from combat and possible recollection of what 2B is to him in the past. It can be a direct nod to the player and the overall public sexualizing the hell out of her, so much so Yoko Taro requested "images" of 2B from people.
Regardless of the message behind it though, it's a great stinger after a generally straightforward hack and dialogue scroll.
