It was free until 2015, then they decided that they're gonna charge money for it and that anyone that had it back then doesn't "actually" own it anymore and needs to pay up.
Even thought the game STILL isn't finished.

Just torrent the game when the full release is out, we all already played it in 2013 and we actually but never got xen because crowbar got their source engine license and started working on revamping the engine to suit their needs for xen you can look this up when they showed all their engine changes, also they will release the multiplayer portion of the game for free on steam soon after release

they said in another blogpost on steamforums that xen is basically redone completely because the original hl1 xen sucked. They also said that it'll be like another 4-6h of playtime, while the original xen was like max 2h playtime.
