The others all make sense. I don't even dislike Amarant like most people seem to for some reason, but he's hardly relevant to the main plot. The only one less important is Quina. Wouldn't someone like Freya make more sense?

Freya's not really any more important than Amarant. They're both relevant for one, maybe two areas. Eiko is more plot relevant than both of them.
Yeah, but Eiko kinda sucks. Freya's more important than Amarant anyway, all of disc 1 has you watching the Burmecian genocide. Burmecia gets fucked, Cleyra gets extra fucked, and then at the end of disc 2 you beat Amarant in a fight and he acts edgy about it and joins you and that's that
Makes sense, when I was like 12 and played FFIX for the first time I thought he looked really cool. Now I just think of him as a good excuse to finally kick Quina out of my lineup

Eating is such a hassle and character-wise s/he ruins the tone of a lot of scenes just by being there

Freya has her own character ark in the game and the way she joins your party is among the more exciting she even has her own ending segment.
Amarant on the other hand just reluctantly joins at some point and thats pretty much it i dont even remember if he does anything important or has any character development.
Not saying she has more character development and arks than Vivi for instance but she sure does have more focus than Amarant.

To be fair mechanics aside quina at lest adds some comic relief to the game but she/he does add little to the main story other than comic relief.

It does suck. Only once did I get enough to fight Quina's dad. I shan't ever be doing the miniquest again.
It's not really good comic relief though. Steiner has a few entertaining moments, Quina just amounted to "WHERE ARE YUMMY YUMMIES" in scenes where Vivi was having existential crises or Freya was desperate to stop the genocide of her people

Why were so many character arcs abandoned in this game? Steiner's is all about deciding things for himself (which I guess is accomplished by him siding with Zidane and co. over Brahne?) but it's never brought up again, Freya never gets closure with Fratley (whose amnesia never gets explained or fixed, he did survive Cleyra right?), Amarant and Quina have the development of optional party members (aka none at all) despite both being mandatory. The only ones who really get full arcs are Zidane, Garnet, and Vivi. Maaaybe Eiko.
Amarant had development, it just feels a bit empty, but its there, his character arc is trying to figure out why Zidane was stronger than him, he gradually gets there, its less than the others, but its there, realizing he lost to Zidanes way of thinking, his key scenes are the ATE's in Treno with Freya, his scenes in Ipsens Castle, him and Freya in the fire shrine, where he admits he used to be pathetic just looking for fights.
Quina is just sort of...there, I agree, comic relief who never really changes or grows, basically along for the ride.
Freya feels like their story ends abruptly only to come back in the ending, because up the party escapes Alexandria Castle for a second time, she feels very important, then becomes near non existent, so its a bit jarring.
I would say Steiner gets a solid and complete arc, but it wraps up somewhat earlier than everyone else, so it feels like its dropped but in reality he has already come to terms with his problems once he joins Zidane and co in disc 3, since he gets a lot of development during the first 2 discs.
