Honestly? There's a long history of black Americans in the fighting game community due to a lot of them coming from lower income families and broken homes - resulting in many children being latchkey kids. This paired with increased street crime led a lot of these kids to hang out at arcades, and with their lower income they were further encouraged/forced to get good. Fighting games (Street Fighter 2 in particular) were most popular because they served as a good way to let off steam and bred close ties and rivalries in a community that was already built around these ideas.
And then, of course, some of these kids would start making music and there you go.

SF2 was available in many low income areas where the entry to play was only 25 cents, that's the same reason why you don't see many black in starcraft since most black families can't afford the setup to play. Despite fighting games and RTS's being considered universally hard genres the demographics are very different, it's almost as if culture and income matter more than the color of your skin.
