Honestly I think the gimmicky guns are what make it all worthwhile. Getting a new legendary gun isn't just a stat upgrade, it can literally change how you play the game. Especially with the community patch that buffs a lot of the underpowered legendaries, you end up with a LOT of unique builds and weapons that keeps the game fresh over multiple playthroughs.

Well community patch took a while. There is actually less gun diversity in terms of performance for most manufacturers and whole weapon types like revolvers and combat rifles were butchered. I hate the slow projectiles as well

People living in poorer regions have less access to education, poor nutrition, are more easily susceptible to religion and superstition. People living in wealthy and secure regions have more access to education and the infrastructure necessarily to store and build knowledge over time. Culture is an afterthought.
