It can. 1v1 is 60 fps. Anything above that is locked 30fps.
The original red on the CAR at least can be restored by switching its color to black and then back to red, so it's probably a glitch of some kind.
They could have forced it all to 60fps in the port/emulation and done the work to ensure everything was kept in check.

The game wasn't even meant to be run at 60fps to begin with, it was hardcoded at 30. The fact that it even runs at 60fps based on the original code is impressive on its own already.

Isn't the same port on the classics collection along with some other earlier 2500 Ages releases or did they do a second ps2 port? Cause that one handles like complete shit.
Surprisingly the Genesis port of Virtua Racing ran fucking solid for the hardware it was on. Stunt Race FX on the other hand would dip to sub-10fps any time a textured prop appeared in the environment.
This kind of shit reminds me of all the Crazy Taxi ports that get the audio balancing wrong.
I just can't play any of them, it completely ruins the impression the game has to me. The engine and environmental sfx drown out the voices and music.

They should have added an option to smooth out the camera. The way it's rigidly locked to the car so that every slight change in angle of the road jerks it up and down is a annoying.

Daytona USA 1, 2, 2:Power Edition and Indy 500 were the Sega arcade racers that could support 8-player set-ups.

I've always wondered if, regardless of FPS, the speed the developer intended was the one achievable nowadays on emulators(constant 60, very fast), or the one on real hardware(15fps with dips to 10, slow), considering there's no way even them could run it much faster than consumer SNES could.

Nah. If you run the superfx "overclocked" in an emulator or whatever it becomes very difficult to avoid running out the clock. While it plays smoothly, the clock runs way too fast. Kinda gives the game away that they didn't time the tracks, but rather just counted frames and made that the timer.
There was a super deluxe "Virtua Formula" IIRC that was 8 deluxe cabinets networked. It also had a ninth model 1 that ran "Virt McPolygon", the virtual commentator in a spectator screen overhead.
