Officer quality is much more important than army size. As such, if you prioritize acquisition of good officers (ideally by stealing them from your enemies) then you should win fairly easily even on the highest difficulty.

there's also a bunch of them available for hire at the start of the game like Kasen or Myouren which are 7-10 stars. Alternativley you can play as one of the special factions which auto recruit their prisoners after mindbreaking them

Have a few areas, like three or four that is considered your "home base". These areas always have a considerable garrison and commanders to defend them. Other than that, expand oppourtunistically. When you see a poorly defended area, take it. Expand like this and you'll most likely earn a good deal of money until you encounter an enemy army that fucks you up and reverses your gains. When you're down to your core territories you can buy 1 soldier for one money. Using your large money reserve you do exactly that and spawn a doomstack of your own to defeat the enemy doomstack. I then recommend disbanding the large army and selling the soldiers for one money each and going back to oppourtunistic pushes using only the men you can draft. All while doing this you should work on allying with two or three other nations, the more powerful the better.
