Is there a more overrated game? It has good art but the gameplay might be "good" by Eroge standards but it can't hold up to an actual strategy game.

You spend the majority of the game on a strategic map and the gameplay taking part on that map is simply not very elaborate. That is not "part" of the game that is most of the game.
It has good gameplay for an eroge, but it's not good as a strategy game - simple as.

I disagree. Of course it doesn't have the management aspect or complexity of typical grand strategy, but it's a casual introduction to the genre. Call it entry level if you like - to people with no experience in the genre it's very easy to understand the various aspects and greases the wheels with the character interactions and writing along with the huge amount of content to keep the new player's interest. There's also a lot of knobs to turn with the point system in NG+ if you find the game too easy or difficult, you can craft your own campaign quite nicely and as of a couple years ago there's even mod support.

For experienced hands at the genre it's not going to match up in gameplay, but consider that you're not the target audience - grand strategy and in fact PC gaming in general is extremely niche in Japan, even more so when the game was released nearly fifteen years ago. For a significant percentage of the people who played it at launch, I'd wager this was the first game they'd ever played like this (unless they played Kichikuou Rance a decade previous). Maybe the game's just not for you.

I don't think it's related to the strategy genre at all because the gameplay is heavily scripted rather than emergent. You have a tactical aspect regarding the troop composition in order to conquer the territory, but there is no actual strategy involved. The sectors are all good and equal, they have no strategic value beyond their location, which is hardly relevant either as there is no AI to attempt anything smart.

It 'looks' like a strategy game, but it's mostly a game about painting the map in your colours and triggering events while doing so.

What you are talking about is tactics. It is not strategy.

Some are easier to defend (or harder to takes), some are ruled by stronger ennemies and you have to manage who you will face and how you will attribute your ressources... Sure it's not incredible, but the strategy aspect exist.
